{"id":1771,"date":"2017-05-29T02:46:11","date_gmt":"2017-05-29T02:46:11","guid":{"rendered":"http:\/\/www.perry-wi.gov\/?page_id=1771"},"modified":"2024-05-02T13:01:53","modified_gmt":"2024-05-02T13:01:53","slug":"driveway-construction-permits","status":"publish","type":"page","link":"https:\/\/www.perry-wi.gov\/?page_id=1771","title":{"rendered":"Driveway Construction Permits"},"content":{"rendered":"<p>Driveway Construction Permits are included with site plans for a residence and\/or zoning changes. \u00a0All construction or modification of private driveways or field roads* in the Town of Perry requires approval by the Town Board if that construction or modification changes the existing topography of the land. \u00a0The Town\u2019s policies on the construction or modification of private driveways or field roads can be found in the Town\u2019s <a href=\"http:\/\/www.perry-wi.gov\/wp-content\/uploads\/2015\/12\/Town-of-Perry-Land-Use-Plan-approved-2005.pdf\" target=\"_blank\" rel=\"noopener\">Land Use Plan<\/a>\u00a0and <a href=\"http:\/\/www.perry-wi.gov\/wp-content\/uploads\/2015\/12\/Driveway-Ordinance.pdf\" target=\"_blank\" rel=\"noopener\">Driveway\u00a0Ordinance<\/a>. Access onto County roads requires approval by the County. \u00a0*Driveway Construction Permit Applications are not required for ag field roads.<\/p>\n<p><b>Step 1: \u00a0To Apply\u00a0<\/b><\/p>\n<ol>\n<li>Complete a <a href=\"https:\/\/www.perry-wi.gov\/wp-content\/uploads\/2019\/10\/Permit-Application-form-revised-2019.pdf\" target=\"_blank\" rel=\"noopener\">Permit Application<\/a><i>, <\/i>selecting \u201cDriveway Construction.\u201d<\/li>\n<li>With the application, you should include the following exhibits:\n<ul>\n<li>Aerial photo\/site analysis<\/li>\n<li>Soil\/Slope analysis<\/li>\n<li>County Erosion Control Plan<\/li>\n<li>Driveway Construction Plan <span style=\"text-decoration: underline;\"><strong>OR<\/strong><\/span><\/li>\n<li>Engineer&#8217;s plan (if required)<\/li>\n<\/ul>\n<\/li>\n<li>\u00a0Submit the completed Permit Application (<i>include <strong>original<\/strong><\/i><strong> + <\/strong><i><strong>8 copies<\/strong> of the application and each exhibit)\u00a0<\/i>and a\u00a0<strong>fee of $550<\/strong>\u00a0to the Town Deputy Clerk, Stephanie Zwettler at 9730 County Rd A, Mount Horeb, WI \u00a053572. \u00a0Email questions to: \u00a0<a href=\"mailto:sszwettler@gmail.com\">sszwettler@gmail.com<\/a><\/li>\n<\/ol>\n<p><i><span style=\"font-weight: 400;\"><br \/>\nNote: \u00a0Applications that require more than one site view will require an additional $125.00 fee per site visit. \u00a0However, applications requiring only one site view for approval may be eligible for up to 50% refund.<\/span><\/i><\/p>\n<p><span style=\"color: #008080;\"><strong>* County Requirements:<\/strong>\u00a0<\/span> Some driveway construction projects will require a County Erosion Control plan. \u00a0Check with Dane County Planning and Development to see if one is required for your project. \u00a0If the proposed driveway enters onto a county highway, a county permit is required; check with the Dane County Highway Department.<\/p>\n<p><span style=\"color: #008080;\"><strong>* Other Requirements:<\/strong>\u00a0<\/span> A driveway inspection by the Town Road Patrolman is required after the construction is completed to assure that this construction meets the Town driveway specifications. \u00a0When the construction is completed, notify the Town Clerk who will make arrangements for this inspection. \u00a0There is no additional cost for this inspection. \u00a0If the proposed driveway enters onto a state highway, a state permit may be required. \u00a0Check with the Wisconsin Department of Transportation.<\/p>\n<p><strong><span style=\"color: #008080;\">* Information on Culverts:\u00a0 <a href=\"https:\/\/www.perry-wi.gov\/wp-content\/uploads\/2019\/08\/Culvert-policy-2019.pdf\" target=\"_blank\" rel=\"noopener\">Culvert Policy<\/a><\/span><\/strong><\/p>\n<p><b>Step 2: \u00a0After Applying for\u00a0a\u00a0Driveway Construction Permit<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Upon receipt of the complete application with exhibits and the appropriate fee, the Deputy Clerk will issue the neighbor notification letter. \u00a0This letter will be sent by certified mail to all adjoining landowners at least 10 days prior to the Land Use Committee\u2019s regularly scheduled monthly meeting. \u00a0The notification letter states the intended land use change, the date of the scheduled site viewing by the Land Use Committee and of the impending public hearing at the next regularly scheduled meeting of that committee.<\/span><\/p>\n<p><b>Step 3: \u00a0At the Site View<\/b><\/p>\n<p><span style=\"font-weight: 400;\">It is necessary that you or your agent attend both the site viewing and the public hearing. \u00a0Failure to do so could result in a recommendation for denial or postponement of your application if there are questions that cannot be answered.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Sites must be field-staked for the site view<\/span><\/i><span style=\"font-weight: 400;\">. \u00a0Site views are held the Saturday prior to the Land Use Committee meeting.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is possible that it might take more than one site viewing and\/or public hearing to resolve any concerns that might arise.<\/span><\/p>\n<p><b>Step 4: \u00a0At the Land Use Committee Meeting<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The Land Use Committee holds a meeting, usually the first Wednesday evening of the month, after the site view. \u00a0It is a public hearing to allow the applicant to present his\/her intentions for the land division or zoning change. \u00a0It is also the opportunity for neighbors and other residents of the community to express their concerns or questions and to present other pertinent information to the Committee. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After careful consideration of the request, its conformity with the Land Use Plan and the Land Division Ordinance or Zoning Change Ordinance, and other information presented, the Land Use Committee will recommend approval, conditional approval, denial, or tabling to allow time to gather additional information. \u00a0This decision will be forwarded to the Town Board.<\/span><\/p>\n<p><b>Step 5: \u00a0At the Town Board Meeting<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The Town Board will then consider the application at its next scheduled meeting only if a recommendation has been made by the Land Use Committee. \u00a0The Town Board usually meets on the <\/span><span style=\"font-weight: 400;\">second Tuesday<\/span><span style=\"font-weight: 400;\"> of the month. \u00a0Unless your appearance is requested to answer questions, you do not need to attend this meeting. \u00a0However, if you choose to attend, be advised that this meeting is not a second public hearing, and your input should be limited to new information only.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After consideration, the Board will approve, conditionally approve, or deny your request. \u00a0If approved, the Clerk will issue you an appropriate approval and report the Town\u2019s actions to the Dane County Planning &amp;
